You've got to somehow curb the power of the lobbyists.
The constitution is gradually being eroded - that must be reversed.
And the politics of fear needs to stop.
Now I don't know how you can go about fixing those things from within the system and maybe things need to get worse before the will is there to make them better but they would be the main things I'd want to focus on if I was given the job of cleaning things up.

Immediately abolish congress
Found an agency dedicated to inspecting and regulating large corporations as well as the pollution output of the energy and automotive industries
Create a mandate that the country must develop and use an acceptable form of renewable energy within 20 years and that cars must be removed from the gasoline standard within the same time frame
Personally and publicly execute all (other) corrupt politicians and leaders of all interest groups (and declare a national day of celebration marking the day that Eric Holder and Sarah Brady were executed)
Begin a full scale military effort to clean up Mexico's drug cartels
Establish a constitution written in stone that absolutely could not be twisted to the whims of those in political power
Sneak a clause into said constitution allowing only myself to twist it to my own whims (power corrupts, absolute power corrupts absolutely, and putting a self-acknowledged eccentric megalomaniac in power will only facilitate hilarious forms of corruption)
Institute a mandatory federal death penalty to be invoked in all cases in which a person is convicted of knowingly killing, or ordering killed, another person for reasons that cannot be reasonably labeled as self-defense (in this case, government executions are in defense of the nation, and so fall under the heading of self-defense)
Institute mandatory life imprisonment (in a prison filled with cacti, giant spiders, and venomous snakes, which ensure a very short lifespan for anyone crammed in there, and a 0% recidivism rate) for people convicted of manslaughter (killing someone while driving drunk, and things like that that don't technically count as "knowingly killing" someone, but don't quite count as accidents).
Castrate Fred Phelps and neuter his whole uhhh... "church"... so that we will never have to worry about them reproducing.
Begin granting government subsidies to medical corporations that have shown promise in the fields of curing and preventing disease.
Never wear pants in public again (because... I don't know why, but it would be hilarious).
Establish direct democracy in a few select states, just to watch the bedlam unfold, before re-instituting constitutional dictatorship.
Balance the national budget through various methods.
Burn California to the ground and start over with it.
Nuke New Jersey (sorry, but I couldn't take the chance that the Jersey Shore cast would escape).
If I were forced to be a democratically elected official I would:
Hold Congress hostage until they suspended democracy and granted me unlimited power, then proceed as above.

2)Establish a program that allows solar panels to be subsidised by the government
3) Tax religion by removing all tax exemptions and funding. In the case of religious based charities government support must require open book keeping.
4) Private schools must adhere to secular teaching and include evolution, they must not discriminate based on belief, gender or sexuality or risk losing government funding. It's one or the other.
5) Process refugees so that they go directly into towns suffering from low populations such as (farming communities) they spend 3 years working within these communities before they are allowed to move into the bigger cities.
6)Invest in a wireless high speed internet system for the whole country
7) Nationalise public transport and fix it.
8)Establish a bill of internet freedoms that protects users from the MPAA
9 Put in place financial incentives for film production
10) Ditch the monarchy unless England agrees to appoint a wizard and make all people who've been knighted carry swords and wear chain mail armor.
