Targeted fat burning is a myth, so if you have fat there you have to drop your general body fat percentage to loose any of it.
You can cause minor hypotrophy and basal contractile tension changes by training muscles in specific areas, as well as tighten up the links between layers of flesh to cause a better shape however.

If I can say something from my experience with strength training... My hips and butt have gotten smaller since I started lifting weights, and I'm a girl, so I'd say that if you do that, you'd be able to lose fat in that area a lot faster. I mean, you'll be able to lose fat everywhere. Men have a way to lose fat a lot faster than women obviously.
Also, I have never seen anyone, man or woman actually bulking up their butt with exercises...

Your a guy. Why would you not want to add size?
Oh and my suggestion is diet and cardio+squats. Fat is lost overall as already mentioned.
