There is a very real risk of HIV transmission for a woman swallowing semen from a HIV+ man.

No there isn't. In fact it's known that saliva inhibits the transmission of HIV. The only way a woman could get HIV from an infected partner, when swallowing semen, is if she had bleeding gums/open sores. Even then the risk would be relatively low, owing to the inhibiting quality of saliva.

Sounds good but not bullet-proof I'm afraid. How old the test should be? Even just hours old means very little if the person is very promiscuous and not very careful in choice of partners. About the only thing that piece of paper proves is that the person was STD free at the time of testing; nothing more nothing less. Bottom line, if you don't trust the person piece of paper won't make much of a difference. I am not saying you shouldn't be asking for it, though, but limitations of it should be kept in mind.

Testing is only good for a brief time--incubation periods for a number of std's are longer than a month, so one can be affected and not show it in test results and still have AND spread it...and you can't have ANY unprotected sex outside of the relationship after being tested, or the test is worthless because of it
Taking one's time to know someone BEFORE jumping into bed with them is important--IF you want to take the time to talk about sexual histories and discuss testing, waiting periods, etc....but most people have little patience and would rather get laid nd take the risks even if it means getting 'fucked' too. Most people think it'll never happen to them--that it's always somene else who dies of something they caught fucking...
