Same here. A few times I was out with my mother, or my friend, one of them made comments to me that guys were looking. And a few other occasions where someone would say a guy was staring at me.
But I never notice, unless the guy is creepy with it though. I had 2 guys stare at me, and it was obvious because they didn't even try to hide it. One walked up, stood next to me, and stared in my face, until I said something. Then he laughed and left. Then when he saw me again, he stopped and started staring again before he left.
And the other, whom I saw in a doctor's waiting room. Where he got up and switched seats. He was behind me when I came in, and sat down, but he felt the need to get up and move so he could sit and watch me the entire time.

It may seem that. And some women do dress for attention. But others dress because they like the style, and what they see when looking in the mirror. It makes them feel cute about themselves, regardless of men noticing. Some even admitting to wearing sexy clothes at home with nobody there, but them.
And with being noticed, with some women, they only care about being noticed by certain men. lol If they aren't attracted to you, or wouldn't be attracted,, they don't value your opinion or attention. I hear some guys with that issue. Say a woman was all dressed up and looked great, but she acted cold when they tried to flirt or get her number. And many, guys and other women, tell them, it's possible that woman wasn't looking to attract him. She had her eyes set on someone else, and wanted him to get lost. As mean as it sounds, that's how it is for some-men and women both.
