A lot of sex occurs in the mind, not the genitals.
If your PE is mental it won't matter if you tie your penis off with a rubber band, you'll still have sexual problems.
If it is overexcitement of the penis itself, I have, as the previous poster stated, found that any condom will delay ejacultation.
