Yes, if I see someone who is attractive I like to them they look nice but I usually don't because they might take offensive to it and it kinda peevs me off lol.

You can "You look nice today" and be done with it and they can say thank you.
or you can say
"You look really sexy today" and them think you are just hitting on them.
It really just depends on the situation, the comment and how you deliver it.

There's a huge difference between, "Hey, you look really nice today. Did you get a haircut?" - and, "Whoa, baby, you're a hottie. Wanna get some drinks and find a hotel where we can pay by the hour?"
Obviously, that last comment is really extreme, but the point is that you probably shouldn't get too explicit or sexual with a person who's in a relationship.
