Obivously uncut men have success with condoms, and I have even seen it in porn so I know I am amuck somewhere but I do not know where. Any help would be great.

Don't let the man mutilate himself, a man's foreskin is his own private kingdom.

Any guys i've used condoms with, I've put them on them, are you pinching the teat to expell the air, then pulling back your foreskin, sliding the condom over your glans then unrolling on down your shaft?
make sure to leave enough of the pinched end to fill with air, sounds like you arent leaving enough of it there, then the air thats in the condom is forcing it to roll up or your penis bursts it.
have you tried a different brand?

As an uncut male who has used dozens upon dozens of condoms I think I might be able to give you a little advice and help.
It sounds to me like you're developing an air bubble in the condom and it's cause the latex to weaken under pressure and split, this isn't an uncommon problem and happens to plenty of people, the first thing you have to learn is that if you're getting an airbubble there is something about the way you are putting the condom on.
When putting it on pinch down not only on the teat tip of the modern condom but also on the first bit of the contol as well. Press your fingertips to the head of your penis. Holding your fingertips tight to your tip roll the rest down your cock, once the condom is full seated in place then release the teat and first half a centimeter of condom, and that should allow you to have sex without it bursting.
I also recommend you switch brands, I have had some experience with certain brands being negative...
My own personal favourite brand is Durex, they don't use thiuram in their condom manufacture which means I am not allergic too their condoms which is always a good thing. On top of this I have never had ANY durex condom split on me, their condoms then to be very friction and pressure resistant.
If I were you I would practise putting on your condom with a few masturbation sessions, and switch to durex brand.
Edit: oh and plus rep for Duchess,

I learnt to put them on properly from the application advice given in the little pamphlets the condom companies put in with the condoms. LOL>
