The testicles, during the approach to orgasm, retract closer to the body due to muscular action of the scrotum forcing sperm into the seminal vesicles. The reason for that is that sperm can only live at a certain temperature (slightly cooler than the 98.7 degrees of the body, which is why the testicles are in a sack beneath the body, so they can be heated and cooled separately from the body. Also, you'll notice that your testicles hang lower when the ambient temperature is warmer and retract closer to your body when it's colder out. The difference isn't always noticeable to the unaided eye, but it's definitely there). They can't survive very long inside the body, so they're forced quickly into the semen shortly before leaving the body during ejaculation, this increases the chances of their viability.
What you saw there wasn't... well it was somewhat aberrant in that it isn't something you see every day, but it was simply a sign of a larger testicular cavity in the pelvis. It also means it might be difficult to kick that guy in the nuts as long as his balls are retracted...

I recall reading once that it's a semi-vestigial defense mechanism for when the male body "realizes" that it's in a vulnerable state, and retracts its oh-so-important bits to protect them. Not sure what to make of that theory, but there might be some truth in it. I've heard of balls retracting in cases of sudden physical danger, that had nothing to do with sex.
