Sorry. I see now. To me, virginity implies innocence. Any amount of sexual contact means that you aren't a virgin. I'm sure that girl's future husband would agree.

In my opinion, this gal can still claim virginity since not being penetrated means hymen is intact. Doesn't mean the same as "experienced" in my opinion. So I guess I would agree with her that she is "saving it" for the right guy. I have to commend her somewhat too I suppose on being "active" but having the strength to resist intercourse and as she says...save it for someone right.
Is it sex? I'd have to say its a "sexual activity". In a lot of folks opinion, having sex means intercourse not just playing around type of sex that this situation seems to depict.
So my answer I guess is no...she hasn't had sex. She's played around but not had sex . Personally, I have to admire her on her decisions in this regard. I think its a good thing she is doing here and hope that the "right guy" appreciates it more when the time does finally come.

What you described is "sexual activity". I would also classify oral sex and fingering also "sexual activity".
As for being a virgin. I would think that is a person that never experience vaginal penitration (being a male or female).
Then again, "Virgin" is the term to meant "natural, or unchanged". My hairdresser uses that as a hair term for those with all natural and un-dyed hair.

My friends used to do oral and sometimes anal to keep the claim of being virgins.

This could also be a form of Masturbation too..
Even tribing and frot are considered sex...
...and yes it all can be considered having sex... but she technically would still be a virgin if everything is still intact.
