Im just wondering, if a girl is still underage, and she decides she wants to get on birth control... does she have to go through her parents to actually get on the pill?

If you have a need for birth control I strongly advise seeing a gynecologist too on a regular basis no matter how safe you are being, just to be responsible and take care of yourself. Your family practitioner would be the best person to reccommend one, if you don't have a close female adult to take advice from.
My gynecologist will respect my request for privacy on matters (or when I was younger and it was relevant to keep information from my parents she would if I asked and it was reasonable). Your doctor may do this for you which might be the most comfortable avenue for you, however, if your parents will be the ones paying the bill on your health insurance then you might not be able to get away with that privacy for very long.
Planned parenthood is a good alternative to investigate though.
